Effective July 1, 2023, Commonwealth鈥檚 鈥淗igh School Completers鈥� Tuition Equity Law has expanded access to in-state tuition rates and state financial aid for all students who meet the following requirements 

• Attended high school in the Commonwealth for at least three years 
• Obtained a high school diploma (or the equivalent, such as a GED/HiSet) in Massachusetts
• Meet . 

While any individual may use this new, efficient pathway and seek to be classified with what we are calling 鈥淗igh School Completer鈥� status under the Tuition Equity Law, in effect the Tuition Equity Law has expanded access for undocumented students to in-state tuition rates at our public higher education institutions, as well as access to state financial aid at both public and private higher education institutions.
